SAFETY PRECAUTIONS AND LIMITATIONS

ARRIVAL/DEPARTURE   BY LAND/SEA

While entering the Republic of Croatia by sea, yachts under foreign flag are obliged to take the shortest way into the nearest port open for international trade for making the border control as well as:
- in the nearest Harbormaster office obtain the Vignetta verify the crew list
- apply to the nearest police station each person on the crew list; You can do the same at marina, hotel and Tourist Board reception

For arrival into Republic of Croatia by land same precedure is mandatory.

Ports that are open during the whole year for international trade as border control from north Adriatic to south Adriatic are: Umag, Poreč, Rovinj, Pula, Raša - Bršice, Rijeka, Mali Lošinj, Senj, Maslenica, Zadar, Šibenik, Split, Ploče, Metković, Korčula and Gruž (Dubrovnik).

During the season time (from 1st of April till 31st of October) there are also open ports: Kanerga (Savurdija), Marina Umag, Sali, Božava, Ravni Žakan, Primošten, Komiža, Vis, Hvar, Ubli te Vela Luka.

BEFORE DEPARTURE from Republic of Croatia captain of the vessel is obliged to:

  • subdue to the border control and
  • verify the crew list in the Harbormaster's office or Branch Office

Captain of the vessel is then obliged to leave the Croatian territorial sea by the shortest route.

VIGNETTE AND SOJOURN TAX

With obtaining a VIGNIETTE (Permit to sail in Croatian maritime area) you are settling all financial obligations including following fees:

a) Safety of Navigation Fee
b) Light Dues
c) Information Chart
d) Government Administration Fee

Document to be presented for issuing the Vigneete are following: crew list, list of persons on board, Evidence of Seaworthiness, evidence that the master or skipper of the craft holds the required certificate of competency, evidence that the craft has been insured against damage and proof of ownership or evidence as to the person who is assigned to use the Craft.

Payment of the SOJOURN TAX as well as issuing the Vignnete is made in the nearest Harbormaster's office or Branch office.

Flat rate amount of sojourn tax that the owner or user of the vessel (yachtsmen) pay for themselves and for all persons staying over night on that vessel if the vessel is longer than 5 m with built-in bunks:

SUMMARY

During your sailing obligatory documents onboard are:

  • vignette
  • verified current crew list (list of passengers that are currently onboard)
  • verified crew list (list of passengers that are going to be onboard during validity of vignette)
  • Evidence of Seaworthiness
  • evidence that the master or skipper of the craft holds the required certificate of competency
  • evidence that the craft has been insured against damage
  • proof of ownership or evidence as to the person who is assigned by the owner to use the Craft

CUSTOM PROCEDURES:

Institute of temporary import may serve foreign citizens who come to their craft for a temporary stay in Croatia and Croatian citizens with a residence outside the Croatian customs territory, meaning that their residence is outside of the Croatian customs area.

Such cases are following: 

a) When a nonresident of Republic of Croatia is owner of a foreign vessel and personally manages yacht,
b) When a nonresident is owner of a boat, and  skipper who can be a resident or a resident, manages the yacht
c) When a nonresident is owner of the vessel and personally manages the boat or boat skipper who can be a nonresident or a resident of Republic of Croatia, and on board with the owner as a passenger is a resident od Republic of Croatia , but on conditionis that his residence was not the result of a commercial relationship with the owner.

Administrative duties for the owners of vessels, transportation of boats from overseas, or transfer of vessels abroad by land or sea can be done by a third person with power of attorney or contract with the owner of the vessel.

Any foreign vessel that brings authorizes person by the owner of the vessel  (usually the captain) may bring the vessel without the owner by land or sea in Croatia and put it in the temporary importation procedure by submitting an oral customs declaration to the customs officer at the border.

Accordingly, there is no other procedure for placing vessel under the temporary importation in accordance with Article 6 Annex C of the Convention by warrantee at the arrival by sea or by land.

Technical activities (transportation, transfer, drive to detect a fault, the service checks, etc.) can perform legal staff person who has registered company, as well as individuals that have relevant qualifications and contracts concluded with the owner.

For purpose of putting foreign flag yachts under Custom ontrol at the marin following documents are requiered:

  1. Contract for berth with Mandalina Marina
  2. Proof of ownership
  3. Copy of valid Sailing permit (Vignetta) - Permit that You buy at first   Harbourmaster office when You enter Croatia with yacht
  4. Certificate of the boat
  5. Copy of the valid insurance policy
  6. Copy of the Owner's passport
  7. Owners authorisation for the captain or owners representative
  8. Copy of ID or Passport of captain
  9. Copy of inventory listmade on marina memo by dockhand and captain when yacht arrives to marina.
  10. Keys of the yacht

SAFETY PROCEDURES AND RESTRICTIONS

  1. Border runs through the St. Ante at the port of Sibenik (hereinafter referred to as "channels") are:
    - on the outside - the line that connects the light at the tip of Jadrija light on the shallow Manual;
    - on the inside - a line that connects the light of the shallows clockwork, with Cape St Martin.
  2. Boats and yachts over 50 BT and each boat with tow (regardless of size and strength of the ship) can navigate the channel only if its Center for Monitor and Control (hereinafter "Center") at his request allows navigation through the channel and  marks with light command.
    The provisions of paragraph 1 this point also applies to ships that begin to sail from the berth or any other place in the channel.
  3. Ship of over 20,000 DWT can navigate the channel only with the help of two tugboats, and ship over 10,000 DWT can navigate the channel only with the help of a tug.
  4. Boats and yachts up to 50 GT, except to tow the ship can still sail the channel without permission, sailing on the right side of the canal.
    It is not considered a tow, in terms of this order, towing, which consists of one boat.
  5. Boats and yachts from paragraph 2  must seek permission to enter the channel, which requires a permit through the VHF radio-telephone communications on channel 71, as follows:
    1) When the intended sailing into the port of Sibenik - 10 minutes before the arrival at the entrance to the channel
    2) When the intended departure from the port of Sibenik - 10 minutes before releasing the final connection
    3) boats and yachts whose sail begins with the connection or any other place in the channel, it must also seek permission to continue sailing through the VHF radio-telephone link to the Channel 71
  6. If the ships and yachts from point 2 this chapter intends to stay in the channel, while seeking permission for the navigation channel, it shall notify the "Center", and the Port Authority Sibenik.
  7. If ships and yachts from point 2 while sailing through the channel suffers an accident and cannot continue sailing, he shall notify the "Center" that will inform the Port Authority Sibenik to take actions and / or providing appropriate instruction.
  8. Signals, which indicate ships and yachts from point 2 that navigation through the channel is allowed or prohibited, are given by "Center" located at the facility Jadrija on the left side of the outside entrance part of the channel.
  9. "Center" indicates that the shipping through the channel is allowed or prohibited by emphasizing the lights as follows:
    1) Allowed navigation  days and nights - continuous green light at the entrance to the channel on both sides as follows: from the outside on the signal house Jadrija, and the inside position on the Cape Burnji;
    2) Prohibited Navigation during the day and night 
    constant red light, placed in positions as indicated in the preceding subparagraph.
  10. Light covers an angle of 100° on both sides of the entrance to the channel. By passage of ships and yachts athwart the subject of lights, it is no longer visible in the canal and boat and yacht then uses existing light maritime signaling.
  11. The range of lights 1 NM.
  12. The navigation through the channel is prohibited when the light is not pointed out by any light.
  13. When the ship starts navigation from the channel, the channel must be closed to navigation of other vessels.
  14. The order of the ship navigation through the channel is determined by the time of seeking approval for shipping. The advantage of the order of sailing have Croatian navy ships, Croatian public ships aa well as vessels that are engaged in a regular line with the published sequence of navigation, if they meet the other requirements for arrival or departure of the port of Sibenik.
  15. A ship that is waiting for permission to sail the channel must not interfere with the navigation of the ship arriving or departing from the channel.
  16. Boats and yachts up to 50 GT, except ship in tow, must sail the right side of the channel and during the navigation must remove it from the path of other boats on arrival or departure from channel.
    - If ships and yachts, which is required to seek permission for the navigation through the channel considers that a boat that is not subject to this obligation is not complied with the provisions of paragraph 1 this point, it must be the alert it with at least five short beeps.
  17. Boat and yacht which pass through the channel on the outside, passing the Cape Burnji is obliged to inform the "Center" since the outside part of the channel is not visible from the Jadrija.
  18. For the Croatian Navy vessels that navigate in system, the permission to sail through the channel requires command ship, and obtained permission is valid for navigation of all yachts in system.
  19. Boat and yacht, while sailing the channel, must not, except in case of emergency or safe maneuver, overtake another vessel or a yacht or sail at a speed that can cause waves and damage to ships and other objects in the channel.
    Boat, yacht or boat while navigating the channel not to sail at a speed of 10 knots.
  20. Fishing boat is allowed to fish in the channel and on its parts only with shaded lights and in a way that does not interfere with ships from article 2.
    If fishing interferes the navigation or with its lights reduces the visibility of the other ship in the channel, at the signal of the ship, which consists of one long beep, is obliged to remove from the way or turn off the lights for fishing.
  21. Anchoring of boats and yachts in the channel and on outside entrance to the channel is not allowed, the space that is limited by parallels that of light that pass through St. Nicholas and Roženik, the meridian that passes through the light Sv. Nicholas, and the meridian that touches the most easterly point of the coast of the island Lupac.
  22. Anchoring a boat or swimming is allowed only in the bays of the chanel till their outside edges.
